For an initial payment of 8,900 Naira, the Pay TV service will offer you the StarTimes decoder with remote, an indoor stud antenna, and 1 month free Startimes subscription to a bouquet.
If the signal in your area is weak, you will need an outdoor antenna (sold separately) for better reception and a more enjoyable Startimes Subscription.
The outdoor antenna currently costs 1,900 Naira. So, in a nutshell the initial cost for accessing Pay TV service in Nigeria is either ₦8,900 or ₦10,800.

There are currently three StarTimes Subscription packages if you are using an indoor or outdoor antenna and four Startimes subscription packages if you are using a dish. Here are their monthly prices for antenna based subscription:

Startimes Dish TV
Startimes have started a satellite TV service similar to DSTV. It offers same bouquets as the normal service but requires a satellite dish.
